Public Law (PL)108-41 - The Automatic Defibrillation in Adam's Memory Act (ADAM Act)

This legislation was signed into law on July 1, 2003.  It will set up a national clearinghouse to provide schools with the how-to and technical advice to set up a public access defibrillation program.  At this time the regulation is unfunded.

HR 3462 - Community Access to Emergency Defibrillation Act (Community AED Act)

This legislation is sponsored by Lois Capp, Representative from California.  The Community AED Act, passed the Senate (S 1275)earlier this year, but is presently held in the House of Representatives sub-committee on Helath.  This Act will provide local grants to train local emergency personnel to treat cardiac arrest victims, purchase and place AEDs in public places, and train members of the public in CPR and automated external defibrillation. The legislation also encourages private companies to purchase these devices and train their employees.  The Bill has 79 co-sponsors.

HR 4335 - The Teague (Ryan Sudden Cardiac Arrhythmia Syndrome Screening and Education) Act of 2004

This legislation is sponsored by Carolyn McCarthy, Representative from New York.  The Teague Ryan Sudden Child Cardiac Arrhythmia Syndromes Screening and Education Act of 2004 is presently held in a House of Representatives subcommittee.  It would provide grants through the Centers for Disease Control to States, political subdivisions of States, and other public or nonprofit private agencies to be used for education and screenings regarding cardiac arrhythmia syndromes. The grants would specifically be used to screen children for sudden cardiac arrhythmia syndromes, provide referrals for medical services and provide education to health professionals and the public about cardiac arrhythmia syndromes, including education on screening.

DE Code for Emergency Medical Services

Title 16 - Health and Safety, Part X - Paramedic and Other Emergency Medical Service Systems, Chapter 97. Emergency Medical Services Systems establishes and/or identifies specific roles and responsibilities in regard to emergency medical services in Delaware in order to reduce morbidity and mortality rates for the citizens of Delaware and to ensure quality of emergency care services, within available resources, through the effective coordination of the emergency medical services system.

DE Code for Early Defibrillation & AEDs

Title 16 - Health and Safety, Part II, Regulatory Provisions Concerning Public Health,  Chapter 30C. Automatic External Defibrillators (AEDS) describe the regulations for providing and using AEDs in the State of Delaware.

The Delaware Early Defibrillator Program Regulations - effective March 11, 2001

This regulation is managed by the Delaware Office of Emergency Medical Services.  This regulation establishes:

  1. The criteria for training and right to practice of emergency responders to administer automatic external cardiac defibrillation in an out-of-hospital environment;
  2. Standards identified by the State Emergency Medical Services Medical Director for certification of Early Defibrillation Services through the Office of Emergency Medical Services; and,
  3. Procedures to assure equipment and training standardization, quality assurance and improvement and uniform data collection.

Guidelines for Public Access Defibrillators (PAD)

These guidelines are managed by the Delaware Office of Emergency Medical Services. The purpose of these guidelines is to:
  1. Provide a framework for a public access defibrillation (PAD) programs.
  2. To familiarize administrators with essential elements of such a program.
